Lieut. Arthur Watts ML 239 c/o RN mail office Dover. 

Making reference to his rank of Lieutenant in the Royal Naval Volunteer Reserve in December 1915. 
ML 239 makes reference to the motor launch he commanded which played a distinguished part in the combined operation known as the Zeebrugge Raid. Watts was awarded the Distinguished Service Order as an acting lieutenant-commander on 27 August 1918.
